The Ministry of Population and Environment (MoPE) together with Clean Energy Nepal (CEN) organized a UNFCCC COP22 Consultation Program on 23rd September at Roya Singi Hotel, Kathmandu. The program was chaired by Dr. Bishwa Nath Oli Secretary of Ministry of Population and Environment (MoPE) in the gracious presence of Janak Raj Chaudhary, honorable member of parliament, Ram Prasad Lamsal, PhD, Joint Secretary and Chief of Climate Change Management Division, MoPE, and Mr. Naresh Sharma, Under- Secretary, (Tech) and Chief of Climate Finance Management Section, MoPE.
The program threw light on the agenda of COP22 and priorities for Nepal. As Nepal is highly vulnerable to the impacts of climate change, it is very important to have strong points to put forward in international processes to combat with climate change. The program dealt with a discussion on issues to be forwarded in upcoming COP. Mr. Naresh Sharma presented the outcomes of COP21 and the importance of COP22. The presentation was followed by a panel discussion. The panelist composed of Mr Batu Krishna Uprety, Mr Raju Pandit Chhetri, Mr. Ugan Manandhar, Mr Tunga Rai, Mr Rajan Thapa and Mr Ramesh Bhushal discussed about Nationally Determined Contribution, Scientific Body for Implementation (SBI), Subsidiary Body for Scientific and Technological Advice (SBSTA), APA, adaptation, mitigation, loss and damage and the panel also provided valid suggestions for Government of Nepal for the effective engagement/participation in the COP22. The major points that was raised were about technology transfer, LDC’s approach, compliance, and giving priority to adaptation while keeping development and mitigation in mind through low carbon development strategy.
